FAQ document gives tips on MassHealth enrollment processes

MassHealth Operations has created a Frequently Asked Questions and Helpful Tips (PDF) document. This resource comes in response to notes that advocates compiled following meetings between Outreach and Enrollment grantees and MassHealth Enrollment Center (MEC) staff from September 2007 through January 2008.

Vicky Pulos of the Massachusetts Law Reform Institute (MLRI) notes some key points from the document:

Non-citizens

  • page 7: Non-citizens who self-declare domestic violence and no longer live with their abuser are not required to submit documentation of abuse or of immigration status at the time of application.
  • page 7: Tips for making sure photocopies of immigration documents are legible.

Proof of income

  • page 8: Only two recent pay stubs are required (recent means no older than 6 months). They do not have to be consecutive.
  • pages 8-9: If claiming seasonal income, applicants must send in their tax return with annual income. If only two pay stubs are submitted, income cannot be annualized and monthly income will be used.
  • page 10: Description of requirements for a signed affidavit of income if the employer will not provide proof of income.
  • page 10: Anyone can prove income through a tax return if they choose (not limited to the self-employed or seasonally employed).

Proof of disability

  • page 15: Where to call for help filling out the disability supplement.

Thanks also to MassHealth Operations staff, to Health Care For All for coordinating the MEC site visits, and to all those who participated.

Proof of income

A masshealth supervisot reported to me last month that only one paystub is required now for proof of income.
