How to appeal the individual mandate penalty

Massachusetts residents who did not have health coverage in effect by the December 31, 2007 deadline (January 1, 2008 for some) will lose their $219 personal income tax exemption unless they file a successful appeal. The appeal process is triggered by the new Schedule HC form on the state income tax return.
