The Basics About Commonwealth Choice

What is Commonwealth Choice?
Commonwealth Choice is one of the ways individuals and small group employers can get health insurance under the new health care reform law.

Who is eligible?
Individuals who:

  • Are Massachusetts residents or are employed by a Massachusetts-based employer;
  • Are age 19 or older;
  • Are not eligible for Commonwealth Care products because family's income before taxes is above 300% of the federal poverty level;
  • Have coverage through an employer, and the employer pays less than 33% of their premium.

Employers who:

  • Want to offer health insurance to employees that is paid for with pre-tax dollars;
  • Are based in Massachusetts and employ at least one but not more than 50 employees;
  • Would like to offer insurance to part-time, temporary, seasonal and other employees.

How much does it cost?
The cost of Commonwealth Choice is determined by a complex formula. Several levels of coverage are offered, with different benefits, co-pays and premiums. Where you live, the size of your family and your employer may also affect the cost.

What does Commonwealth Choice Cover?
Insurance companies offering plans through Commonwealth Choice must cover certain things, and limits on cost to you are required by law. Within these rules, insurance companies can tailor their offerings, but are welcome to offer more than is required. By law, all plans must provide some coverage for the following:

  • Inpatient services;
  • Outpatient services and preventative care by participating providers;
  • Prescription drugs;
  • Inpatient and outpatient mental health and substance abuse services;
  • Dental care, including preventive and restorative services;
  • Vision care.
