Does having self-pay, non-group insurance make someone ineligible for Commonwealth Care?

At the October 12th board meeting, the Connector decided that individuals who are otherwise eligible for Commonwealth Care that self-pay for non-group insurance, or are insured through state or federal COBRA programs, are eligible for Commonwealth Care. However, eligibility or enrollment in certain state or federally subsidized health insurance programs (listed below) makes an individual ineligible.

  • Medicare
  • TriCare
  • MassHealth
  • Group insurance to which an employer makes a 'fair & reasonable' contribution
  • Insurance Partnership
  • Medical Security Plan
  • Fishing Partnership
  • Mandated coverage for college students
